Mission: Peace, or Something Like It

Jaxara nodded. "Don't forget, the Federation has a pretty big reputation as a mediator for peace conferences. I wouldn't put it past someone to be abusing our good name, in order to get high-ranking officials from both sides in the same place for a one-hit explosive assassination attempt."

Sam addressed both men. "We haven't been asked, per se. The Federation wants us to assess the situation and make sure the peace process goes smoothly. There's been a lot of illegal activity on Turkana IV. If can become a peaceful, law-abiding planet, it will go a long way towards securing the sector."

Oh great, Federation politics Damon thought. He often wondered how much of what was done under the guise of "peace envoys" was nothing more than a ploy by the higher ups to coerce planets into joining the Federation.

''The one thing I cant imagine is why they think a peace process is in order.'' Erin stated bluntly. ''Surely with this type of brutish regime the only way to secure peace is to impose it forcefully. You said it yourself;'' She added, nodding at Damon, ''force is all they understand and respect. Its seems a bit.. naive of both the union and the federation to expect any less.''

"One of the things we're being sent to do is assess the situation. Find out if this peace can last." She smiled at Erin. "Sometimes it takes talking rather than fighting to work things out. This may be one of those times. We'll just have to see."

"Perhaps we might be able to incorporate the two thoughts, have a strong showing while at the same time help to encourage a peaceful atmosphere." A thought was formulating in Damon's mind.

"If The Union is serious about cleaning up the planet then we may be able to convince them, as part of our diplomatic involvement, to accept our presence in a more...active capacity. I can have an entire company of Marines planet side within an hour. My engineers can work in conjunction with theirs to help with the rebuilding effort. Our security forces could work along side theirs and assist in whatever way they can. I'm sure that would go a long way to showing them that the Federation is serious about ironing out a peace agreement that benefits all parties. A forward base of operations would serve their needs and ours alike."

Damon kept silent that he especially liked the idea of having an entire company of battle ready Marines deployed and ready if shit hit the fan.

"An excellent idea. We should be prepared for whatever we find when we get there," Sam replied, nodding. "We can assess the situation, offer help and oversee peace talks as needed." She, too, liked the idea of a military presence. Peace had come too quickly to Turkana IV for Sam's liking. She didn't fully trust the situation. She'd talk to Karma and Damon about it later.

Up to this point Tovan had been listening to everything that everyone had to say, and everyone seemed to assume that Federations help would be welcomed with open arms. "What if these people don't want Federation meddling in their business? This planet was once part of the Federation, but they left. It seems obvious enough that they don't need the Federation nor want it. It could end up that our presence only undoes everything that this Union group has been trying to achieve."

Nava sighed "I'm concerned that if we make a big show of force it will break any negotiations that are willing to happen. I agree that we need to be protected but I have concerns about it." She said knowing that she didn't make a lot of sense, but negotiations in this situation could be very delicate.

Sam looked at Delon. "The Federation contacted the three parties and told them we were coming. That being said, I don't know what their reaction was or is." Then she looked at Nava. "That's why we are going to assess the situation before we take any kind of action."

Nava nodded "Then because we don't know what our presence is going to do, I suggest we approach this with caution. I think I should go with the first group and speak with the leaders of the factions. It will show them that we are not necessarily here as a show of force." Nava said firmly.

"I see. So they are aware that we are coming. This can indeed be an advantage for us." Delon leaned forward resting his hands in front of him on the table. "Since they know we are coming, we should be able to arrange some type of fest in their honor on board the Calypso. Show them that their Federation neighbors are here to help them reach a more permanent peace agreement. It wouldn't hurt to try. And while the 'party' is going on we can send in away teams disguised to gather information. This is definitely more cloak and dagger." As Delon finished what he had to say he leaned back in his seat and waited for feedback. They might not like his idea and shoot it down, but it was another suggestion or another way of going about it.

"It's definitely an option, depending on what we find. As most of the people live underground, I'd like to know what's on the surface. If peace holds, people will move back and I want to be sure it's safe for them," Sam said. "There's a lot we don't know right now. So anything is possible at this point."

Jerry spoke up again. "Well, if that's an issue, we could drop a probe in their orbit, EM shielded, and pick up every transmission on the dust ball. Once you figure out what somebody's talking about, you can usually do better at getting them to see your way. I mean, I hate to step on the counselor's and the diplomat's toes... but that's what I was taught when a couple people asked about why we use probes on living pre-contact planets rather than just an occasional sensor sweep."

"I appreciate the idea," Sam said, "But we're not going to scan all transmissions and sift through the data to find out what may or may not be going on. They know we're coming. We'll send down a team to do a quick evaluation to be sure things are as we've been led to believe, then the main team goes down to oversee negotiations." She glanced at Damon and Jaxara. "Once the delegation is down, the Marines and anyone else can go down and take a look at conditions on the surface."

Damon looked around at all of the officers "Something we may all want to consider is that the general population will likely look pretty rough after so many years of war. Perhaps we should take the next few days to think about ways our respected departments can help. We might not be there for long, so we should focus on immediate relief for as many people as possible. Let's draw up some realistic plans before we get to the planet so that if we are given the green light we can employ aid quickly and efficiently." He looked over at Samantha. "Might help if we know our available options going in."

"Agreed. We'll leave Starbase Typhon in 24 hours. It'll take us a few days to get there. It'll give us time to make plans and contingency plans. I would like reports in three days." She scanned the room, looking at her senior staff. "If there's nothing else, you're dismissed."
