She took a breath. "As to the woman's story, sadly, it has been grossly contaminated, by several people. I do not appreciate having a potential threat to the ship's security being completely rendered inert by other members of the staff, interrogating them, notably, a specific instance, when several large holes in the woman's story were pointed out, and, rather than sitting down, shutting up, and letting her answer the questions, given that we were interrogating her, rather than Lieutenant Wolfe, he was kind enough to give such answers, with no factual basis for them."
"May I remind you, Lieutenant, that this ship's primary mission is exploration. While we have been tasked with other duties from time to time, we are primarily here for peaceful exploration. I have no interest in declaring martial law on this ship." She paused for her words to sink in. "That being said, I also agree that some caution needs to be taken. SOME, Lieutenant. I read the Doctor's report. I find no harm in the nurse's question. Have you tracked down the shuttle's origins? Verified where it came from?"
"Regardless of whether this ship's primary mission is exploration, ma'am, martial law is only declared on a planet, colony, or civilian starbase, during times of martial crisis. Civilian law does not apply to starfleet vessels. By default, they are already declared as at a state of martial law." Cassandra pointed out. "And, with due respect ma'am, I'm the Chief Security Officer on this vessel. I'm aware you are not used to having someone in this position, who takes this job seriously, however, any, and all threats to this vessel are a serious concern, unless, and until, the Chief Security and Tactical Officer is satisfied. It is my responsibility to ensure security regulations are appropriately regarded, aboard this vessel. If I had not acted as I had, ma'am, I'd point out, that this would be dereliction of duty, a court-martial worthy offense. As to the shuttle's origins, Fleet databanks don't have it registered. You'll have to ask the Engineers, who dissected it."
"If I can interject, Captain." Damion said, finally speaking up after hearing what Lieutenant Levue had to say.
"Please do," Sam said to Damion. Cassandra was beginning to give her a headache.
"I share the same suspicion as the rest of us, but I can't show it to her. Neither can the rest of us. She came from being chanced by one ship, barely making it out alive, and then being rescued by another which refers to her as a prisoner." Damion said calmly as he looked around the room at the other officers. "She is going to hold back. For all she knows she escaped one fire only to fall right into the hands of the hell itself. She was being chased for a reason and until we give her reason to trust us, she isn't going to confide in us why she was being chased. Granted, this ship has its reasons to be paranoid, given how the last mission turned out, but thats no excuse to throw accusations at someone who could may very well be victim in this whole situation." He looked back to the Captain. "If out suspicions are right and she is on this ship for a reason. What's the harm in letting her proceed? Letting her think our backs are turned, when they aren't?"
Damion walked over to the display console and tapped a few buttons on it. A schematic came up of a combadge, anyone who knew the workings of a combadge could tell it was altered. "If we can fit her with a combadge." He looked over to the others. "One that doesn't work on the lines of communications. We can monitor her every movement without her suspecting. This will link to a PADD that will allow myself and Lieutenant Levue know her location at all times. Once she is detected in a restricted area, we can catch her in the act." He looked over to Captain York. "Captain, all we have now is suspicion. We need evidence on what she is here for, before we start treating her like a prisoner we all suspect she is."
"That's an excellent suggestion, Lieutenant Wolfe." Sam looked at Levue. "Your thoughts, Lieutenant Levue?"
"It sounds plausibly useful." Levue said, with a nod. She refrained from further comment.
Doctor Bowen agreed with Damion as she looked at him, "I think that is a brilliant idea. What about having a chip implanted? Doctor Hart has one as a location beacon..."
"If we don't have a legitimate reason to track her, that could get the Federation in a lot of trouble. We still don't know who she is or why she's here.
"If that is truly your decision, Captain, then I insist that she be restricted to quarters, until she can be released onto a Starbase." Levue said. "I have a very bad feeling about letting a strange woman who we know literally nothing about, have free run of this ship."
Damion looked over at Levue and then back to the Captain. He understood Cassandras concern, but keeping her locked up might only cause a different set of problems. "That could also lead her to distrust us even more and then we will know nothing about why she is here. If she is here for a reason anyway. No matter what path we take, Ma'am. It will only cause future issues. Although I understand the Lieutenant's concern, it still wont tell us anything. If we gain a little of her trust, she might open up and let something slip."
Doctor Bowen kept quiet as she didn't know much else to say. I would go with Damion's idea, she thought. Not my decision...don't even like the security's decision. I can't imagine if I was in Morgana's shoes and being treated on board by sitting in the brig. I would see everybody as a threat through her eyes...being mistreated is not a welcome gesture. She sat back and erased the thought she had in mind.
"Okay, we'll do it your way, Lieutenant Wolfe. Keep an eye on her, but don't treat her like a prisoner. Let her know that we're limiting her access not because we don't trust her but because this IS a Starfleet vessel and we'd hate for her to get lost or get herself in trouble accidentally."
Sam looked at Levue. "You also have a point. We can't trust her until we know what happened and why. But if we lock her up we might never find out. And if she truly is a victim, we could potentially cause irreparable harm to Starfleet's reputation, so we have to walk a fine line here."
She looked to the rest of her senior staff. "Is there anything else?"
"Just the understanding, that if she is caught doing anything naughty, her ass is in the brig faster than you can say 'airlocked monkey'." Levue said, with a slight scowl.
The doctor shook her head for no and remained silent, looking at the Captain.
Sam stood and nodded. "All right then. You're dismissed. Let me know if you learn anything new."
