Sam gave him a direct look. "If what you say is true, we will help you drive out the mercenaries." It wasn't part of her orders, but if this was what it took to make him agree to peace, then so be it.

Teenan didn't even so much as look in the dirrection of Samantha. It was almost as if she wasn't in the room.

Lumiya had decided to bite her tongue. There were things she could have said to Grand Marshal but she decided not to push the matter any further instead she redirected her focus on the matter at hand. She looked over to the Starfleet officer and shook her head. "I don't feel that is appropriate. If we are to make peace and eventually work together as one on this world we should face this problem together." Lumiya looked over to the Grand Marshal. "You want an act of good faith than I will provide one, you state the time and place and I will have my troops assist you in this matter. This became a problem because we allowed it, now it's time to change that and we can't rely on Starfleet to assist us anytime we need something."

"All right," Sam said. "We will be on standby if you need us."

"Reasons for why there is a problem are debatable." Teenan said as he looked down at his notes. His eyes lifted briefly to address the Alliance leader. "But in the interests of improved relations, I'll have my people send you the
Information on our raid."

Nava spoke quietly to Sam "The Grand Marshal seems to have taken issue with us being here. The look when he first walked in...I'd like to speak to him if possible." She said "I don't think he's sharing everything on his mind." She said quietly

Erin leaned across as conspicuously as possble.
''I concur.'' She agreed in the barest whisper. ''His mannerisms, expression... all hostile. I'd like to know whats going on in his head. Someone that immersed in war anearly always has their own adgenda, or bad emotional scarring.''

Nava listened as Teenana and Lumiya as they spoke, she looked at Sam and started to say something but stopped, she worried that if the two got together, they would form an alliance against the others and it would end up starting all over again. She would wait and see what came of this. She stood ready to enter the negotiations when ordered to do so.

"If the two can work together, it will go a long way towards peace," Sam said. "And I noticed his reaction as well. You can try to talk to him, but I don't know if it will do any good."


A suspicious person would have come up with an analogy comparing the timing of Xons' next with the sudden striking of some poisonous animal without any sort of warning.
He steepled his fingers together as if he were deeply contemplating something before speaking, impassive as his face remained.
"If it would please those involved, there is a lingering issue which could be resolved rather quickly with the assistance of the federation. There is a narcotics manufacturing and warehousing site in an outlying district that is allied with the Union. Under normal circumstances the sector marshal service would have resolved this issue and arrested the guilty parties by now, but there are two serious factors impeding a successful resolution to this problem.
Firstly, the persons that run and distribute the illicit materials hire mercenaries on a regular basis. Sector Marshal Lincoln Prow, the marshal in charge of law enforcement in that sector, believes on the philosophy of 'always outmanned, never outgunned', however his office only employs five deputy's in addition to himself. Despite the fact that one of his deputys is a nausican of considerable size six armed law enforcement officers are no match for a large squad of hardened mercenaries.

The other issue is that this warehouse straddles Union and Coalition territory. If there were equal dedication to eliminating these undesirable elements from our world this would have presented nary a problem, but at the very least the local Coalition Militia commander is a territorial brute who would sooner repel any notion of invaders rather than fight the real enemy. The sole instance where we sent Self-Defense forces into that sector to assist the marshal the raid degenerated into a border skirmish of considerable magnitude, culminating in the loss of 57 civilians, 12 soldiers on both sides, and considerable property destruction in both sectors on either side of the border.
The criminals running this enterprise know this situation well and frequently move their operations over the border where the Marshal cannot go lest he risk provoking an incident.

It is with this in mind that I request that Starfleet Security and/or Marine personnel assist in a raid in conjunction with Marshal Prow. Should the criminals flee over the border once more they can be pursued without relent by non-union individuals. The arrest would still fall to Marshal Prow obviously, but credit would be given where it was due of course.

"If you were to allow this to take place Grand Marshal Teenan it would go a long way in allowing the healing of the deep and jagged societal wounds that scar our world, and be one of the first paving stones in the road to peace and prosperity."

The Grand Marshal stayed quiet when he spoke out of respect, but he was only barely able to contain himself from striking back verbally. His jaw was clenched tightly closed and it took considerable effort to loosen it enough to speak.

"The insinuation that the Coalition is at fault for that factory is both outrageous and insulting. Your troops were taking clearly hostile liberties on our lands without permission or even warning. We had no choice but to assert ourselves and remind your troops where the boarder lie."

"What you propose next is nothing less than a slap to my face. I knew there had to be a reason for you to invite the Federation in." Teenan's voice started to raise and his fingers started drumming aggressively on the table. "You plan on using Starfleet as your own personal dogs of war. You preach peace and use them as a hammer to ensure it. How soon until I see Marines on my doorstep Xon?" He nearly spat the name.
