Alexandra refrained from commenting any further despite her disdain for the open comment.

Sam looked around the table. "Any other opinions?"
Leroy was checking something on his padd before he began talking again. "Do we have anyone in Intel that isn't a chimp? We may need to do something that no one is going to like. It'll take a week and I can be back." Shaking his head, he began ordering extra fuel for a long trip back to the Calypso. "We need to know if anyone has any practice in rewiring a brain that's been compromised, along with a total withdrawl of Federation help to push what we need to happen."
Sam nodded, considering the idea. "Jayna is in sickbay," Sam said. "She'd probably come here if I asked her to. Logan is stable, but he'll be in sickbay for a while. We could also call in an expert if we need to. Getting Tate back on the ship is the first priority. We can get her help after that." Sam nodded to Alexandra. "Commander Vance and her father know Tate well."
"It'll take two hours for me to get the fuel I requested, and a week back to the ship," Leroy said as he continued to work on a padd. "I can look into what it would take to reconfigure a Stockholm victim in case the CMO and other's aren't better from what ever they've come down with. Getting help outside of the ship may take a bit longer than that, so with your permission Commodore?"
"No. Stay where you are," Sam said. "I don't want you to miss out on this opportunity. Besides, I plan to have this resolved within a day. But send us information, please."
"Copy that Calypso," Leroy said hitting a button to cancel the request for fuel. "I'll see what I can dig up while I'm here."
Illise listened to the conversation, considering what was said. "I agree that we should offer Tate an open invitation to return to the ship, but we should not take no for an answer. The suddenness of her new loyalties do indeed suggest some external influence; perhaps chemical or possibly telepathic." She looked to Orvack. "Are you aware of any history of such manipulation using telepathy among either your people of the Jenefrans?" she asked him.
Orvack looked around, stopping to focus on Kali, before turning to Sam and responding telepathically. "We, of the Qunari, have never used our gifts in such a manor. The Qunari gifts of the mind are limited to speech. Even amongst ourselves, hearing each other, would not be possible without the aid of our sacred stones. I have heard stories, however, of Jenefran Emissaries once containing the ability to speak to Qunari without the use of the stones, but that was a long time ago. Abilities, such as this, are said to be forbidden among the Jenefran. Even so, the only times I have heard of Qunari having gifts far beyond speech is in myths and stories of ancient warriors and heroes. Even then, they are just stories."
"They aren't forbidden, exactly," Kali said. "But they aren't spoken of, either. There are a very few chosen people among the Jenefra who can communicate with the Qunari. Until I met Orvack, I did not know how this was done. These emissaries tended to pass their skill from parent to child. The last of the Emissaries was murdered at the beginning of what has been referred to at the Qunari War." She squeezed Orvack's hand. "I know there was no war," she assured him. "That is why I contacted Samantha York. I wanted Starfleet to investigate because I did not believe what Keelan was reporting to the Council."
Kali turned to Sam. "I also did not know, until I met Orvack, that I possess the Emissary traits."
Leroy could be seen in the background animatedlytalking to someone else with brief pauses and even a couple of times where the screen caught while he was in a weird pose. Nodding and waving he unmuted himself from the Calypso and smiled. "Alright, so I just spoke to a doctor here at SFHQ, and beating Stockholm Syndrom is no easy feat. You could remanipulate her mind, or keep her confined to quarters with no outside visitation except video conferencing with a psychologist trained in helping combat and kidnapping survivors. That's to minimize any damage they could potentially do to any one or themselves. And what's an Emissary trait?"
"Thank you," Sam said. "Emissary trait? Someone who has the ability to be an emissary to someone or something." She turned to Arnon. "You're the expert here, Doctor."
"From what Queen Kali described," Arnon said. "It sounds like these 'emissaries' have access to more of their brain power. Oh my, that probably sounded odd. Allow me to explain. Most species who have telepathic, empathic, or even psychokinetic abilities, have so simply because they can access more areas of the brain than, say, a human can, or, in my case can access different portions of the brain than the others of my species. Most rigelians develop one or more psychokinetic abilities. Telekinesis, pyrokinesis, even hydro and electro-kinesis. These abilities require the use of parts of the brain that our Vulcan ancestors used to be able to access, but no longer do. I, on the other hand, did not develop any psychokinetic ability. Instead I have an ability called 'sensory empathy', the ability to sense the internal emotional and physical state of another being. Useful in my lines of work. Physical and mental health, that is. The 'emissary traits' discussed here would appear to be the ability to access parts of the Jenefran brain that give a person varying levels of telepathy. I'm curious about something, Your Majesty. Are you able to hear the thoughts of non telepaths, or only the Qunari and people like our Commodore York? Or can you only make yourself heard to telepaths and receive thoughts projected from telepaths? For example, could you communicate with me telepathically even though I am not a telepath?"
Kali had no idea what a Vulcan was. She found much of what the man said to be confusing. "I don't know," she said. "But I can try."
