"As Keelan will have to account for his crimes, it would be best if Jennifer Tate return with you to your ship," Kali said to Sam. "She will not face punishment and she may find it...uncomfortable to be here once I am in charge."
Sam nodded in agreement. Jennifer needed to come back to the Calypso and get help.

Sam once again reached out telepathically to see if she still sensed Tate's presence. She relaxed when she did. "Can you tell if the person beamed up was Jenefran?" she asked.

She turned to Kali. "My guess is that Keelan fled the planet on a Ferengi ship."
"If he did, let him go," Kali said. "Running away is a clear sign of guilt. Please let your Federation know that he is a fugitive and not to be trusted."
Orvack let out a massive roar as he looked around at the others. He was clearly upset. Hearing that they were allowing Keelan to flea, even after all the atrocities he had done to his people, angered him to no end.
"If he had any other supporters, they will not stand by him now," she assured Orvack. "And he cannot become a martyr." She squeezed his hand and smiled. "Trust me, this will be better in the long run."
Sam looked at the two, but said nothing. She understood Orvack's reaction, but trusted Kali to deal with the situation.
Orvack found little comfort in that as he closed his eyes and tried his hardest from his outburst turning into something far more violent. "He didn't kill and maim your people. He didn't run you out of your village and burn it to the ground. He didn't force you into hiding and turn you into monster." He tried his hardest to remain calm, but couldn't and released his grip on Kali so he would end up hurting her on accident. "There people promised me justice and the did not deliver on that promise. My people will demand justice for the Qunari that have died. How? How can you let him leave so easily?"
Kali turned to face him. "He tried to force me to marry him. He drove me from my home and forced me into hiding. He killed my father and tried to kill me. He turned my people into murderers for his own enrichment. I despise the man, but peace will be much easier for all our people now. He banished himself from our world. He is a fugitive not only on Jenefra, but in the Federation. Justice will come, but not at your hands."
Illise took a cautious step towards the couple. She was unable to hear their conversation, but knew by their body language the topic. "Without his base of power Keelan's options will be few. The Ferengi respect personal profit, and there will be very little in sheltering him for long. If your government were to issue a warrant it can be circulated among, not only the Federation, but other alliances as well. He is one Jenefran amidst many aliens. He will stand out. Time and patience may see him back here again, in bonds."
"Thank you," Kali said. "That is most helpful."
The thought of Keelan escaping justice for the atrocities he had committed left a sour feeling in the pit of Illise's stomach. She nodded respectfully to the Princess - no, the Queen she suddenly realized - but said nothing further.
Moments later, Jennifer's presence would disappear from Samantha's mind. The absence was not instant, but gradual as if Jennifer's consciousness had slowly slipped away.
Sam turned to Kali. "Something's wrong with Tate."
A moment later, the guards returned, carrying a decorative rug covered in blood. On the rug was an unconscious Tate.
Arnon went over and crouched next to Tate.
"Not to worry, Commodore," he said. "Rhiannon and I will take good care of Commander Tate."
"I know you will," Sam said. She tapped her combadge. "York to Calypso. Emergency beamup of Jennifer Tate and lieutenant Barak to sickbay."
She had every confidence in her medical team. She watched them dematerialize and then turned to Kali. "Is there anything you need from us right now?"
"Post your evidence. I will take care of the rest." She smiled at Orvack. "We will take care of things. With Keelan gone and Jennifer Tate back on your ship, we should be able to restore order. I will contact your Federation when we are ready to talk about joining. Right now, we have to unite our planet first."
Sam nodded. "Good luck, both of you." She smiled at Kali and Orvack. "But I don't think you'll need it."
