Mission: Deadly Diplomacy
Location: Wherever the Penerians are...

Ladislav Shtalenkov entered the room after receiving summons from the Penerians. He had heard of the breakdown in negotiations on the Federation starship. These breakdowns would create a new demand for Ladislav, a demand in which he always had an ample supply.

"Ah, good day, good day." Ladislav said with a heavy russian accent raising his hands smiling brightly at the Penerian. "It is beautiful day outside is it not?"

"Why do you think it's a good day?" Pellis said irritably. "No sooner do we sign a peace treaty than those slugs in the Federation blow up one of our weapons silos."

"What did I tell you? The price of doing business with outsiders. I have heard the Octurians hired Federation to shift war in favour of them. But Ladislav, Ladislav is loyal to you and here to make sure Federation interference not go unpunished. To show Octarians that you will not be bullied or oppressed no matter what muscle they bring. You want to strike back? Ladislav will make sure it is done." The man replied taking a seat on a chair.

Pellis gave him a suspicious glare. "You're an outsider. How can I be sure you're not trying to trick me, too?"

"Because I am not blowing up your silos." Ladislav replied with a grin, matter of factly.

"Not that I know of," Pellis grumbled. "Right now, I don't trust anyone that isn't Panerian." He shifted a bit more. "So, show me what you've got and why I should buy it."

Ladislav burst out in laughter at the comment. "The only limit to my supply is your imagination. From phaser turret to tri-cobalt device." The smile soon faded from his face as he leaned in towards the Penerian. "As for why....well I think Federation has answered that question for me, I mean unless you want them to keep destroying weapons silos."

"Yeah, but they've got a starship. What good are your weapons against that?" Pellis said. "Have you seen it? I hear it's larger than our parliament building."

"So you think my capabilities are limited only to ground? Like a fly I can swat their 'mighty' starship from the sky. I am familiar with this design of starship, Galaxy class. Made for war not diplomacy." Ladislav explained.

"So, how do we take it down?" the Panerian asked.

Ladislav snickered waving his index finger first before tapping it on his temple. "You let me worry about that. Key is you do not want to destroy ship or risk war with Federation. You just want to retaliate and let them know their aggression will not be tolerated."

"I want them gone. I want the Octurians gone. I want this war gone." And he wanted Ladislav gone as well, but he wasn't ready to say that. Not yet, anyway.

"Very well. It will be done.....but we have other matter to discuss. My freighter commanders tell me they are not getting paid for aid provided. If they do not receive payment, they can no longer provide aid." Ladislav replied in a very serious tone meeting the Penerian's gaze.

"They were paid for their last delivery," Pellis said. "If they told you otherwise, they are lying."

"Perhaps." Ladislav said rising from his chair. He began to pace around the room. "But my men know the price of disloyalty. If they steal money from me, I steal life from them it is simple. But right now I know I not have money so until I have money I have no more aid to give."

"I paid you. Check your records." Pellis pulled up a file on his computer and sent a copy to Ladislav. "See? There's my proof. Now, before I give you any more, I want to know what I"m paying for and when it will be delivered."

Ladislav smiled placing his hand on Pellis' shoulders. "It's already done. While we were talking I made arrangements to have mighty federation ship stripped of it's shields. No one will have been killed or hurt but if Federation attacks you again the next shot will blow them out of the sky. Of course if you would like more of my services, I would be happy to oblige."

"Show me this," Pellis said. "Then show me how the Octurians are involved. You show me proof, then I can justify a ground assault."

"Very well." he said with a bow. He lowered his mouth to his collar. "Demitry, bring me data on Federation starship." He then lifted his head slightly giving Pellis a grin.

Seconds later a large man with blonde hair and a black suit entered the room with a tablet in hand. "Sir." he said simply handing it to Ladislav.

"Thank you Demitry." Ladislav said waving his comrade away. "Here is data you requested. Not only does it show Federation starship is without shields, it shows that prior to weapons silo being destroyed, they charged phaser banks. We also have evidence of Octarian presence aboard ship at time of firing. No doubt conspiring with Federation slugs."

Pellis felt his anger rising. "Then we attack the Octurians and show them they cannot treat us like pond filth."

"That's the spirit!" Ladislav said raising his fist in the air. "My full resources are at your disposal. We will make sure Octurian scum comes to regret messing with the mighty penerians."

"So, how much will this cost me?" Pellis asked, fearing the worst.

"Let's not worry about cost." Ladislav said holding his hand up to the Panerian. "Because I respect loyalty and despise treachery I will give you very good discount. In return, I want you to CRUSH those Octurian devils." He clenched his fists as he uttered their adversaries name with increased vigour as if very passionate about the Panerian's cause.

Truth was he wasn't.

Pellis shook his hand. "Agreed."
