SCIS Investigation: Michnar VII Explosion

Posted on Wed Oct 26th, 2011 @ 4:33pm by Ensign Daniel Daniels & Janine Donovan PsyD, MD

741 words; about a 4 minute read

Mission: Shades of Gray
Location: Transporter Room one, Debris Field, Michnar VII

Janine scowled, as Daniels entered the transporter room. The rest of the SCIS team was already down. She frowned.

"Lieutenant Antimatter went core-breach, huh?" Janine asked.

Daniels frowned. "That's not even remotely funny, Jan." Daniels said, with a scowl.

Janine frowned, looking him over. Eyes drawn. Really drawn. He'd been up for approximately 3 days straight. Improperly nourished. Likely running on adrenaline. Which was running out. Quickly. Overall body language was exhausted, barely readable beyond that. Extreme distress. She shook her head. "What happened?"

"She went Section 8. Blew up a government building down there, with a probably false government, almost entirely, inside." Daniels said. "That investigation is being handled by intelligence. Yours, is to examine the debris field, and account for any remains you find. Pay special attention to Bajoran remains."

"You don't think she was in there, do you, Daniels?" Janine asked.

"You know SCIS's rules about that. Never assume, or make assumptions. Just because we know the un-sub, doesn't mean we can ascribe what we know to her actions. She might have gotten away. She might not. Either way, we have to try and find out." Daniels said.

"Of course sir." Janine said. "Though technically, she's not an Un-sub. She's a known subject."

"You are leading." Daniels said, as he turned towards the door. He didn't comment on her correcting him.

"Sir, you are the Supervisory agent afloat." Janine said. "It's your job to lead all investigations. SCIS Regulations code Section 9, Sub section 4, Paragraph 9."

Daniels chuckled. "SCIS Regulations Code section 2, Subsection 1, paragraph 1. SCIS Investigations can only be carried out by people who are not part of any other Starfleet Security services. I was left as Acting Section Chief of Security. Your turn to step up, Acting Supervisory Agent Donovan."

Janine scowled. "Deputy field marshal, thanks. I don't want any fancy titles that'll be taken away later."

Daniels shook his head. "I'm done being SCIS, Janine. You want the spot, take it. I have obligations to other people to think about."

"Like who?" Janine said, as he walked through the door.

Daniels stopped.

"Jaxara. Kyt. Raine. York." Daniels said. In a softer voice, he added, "Stran. de Fresa. About a dozen others I can't even think of right now."

"Who the hell is Jaxara? Or de Fresa?" Janine asked.

Daniels shook his head. "People who mattered, once." He said, before walking out of the transporter room.

Janine stepped up on the pad, and nodded to the Transporter Chief. Privately, she worried about the sanity of Ensign Daniel Daniels.

SCIS Field Investigation, Michnar VII, Magistrate Office Bombing
------------------------------------------------------------------

Suspect List: Acting Lieutenant Junior Grade Tramira Kyt, Civilians Lumina, Wilsh, Bilbo

Compound/Devices used in detonation: Cleverly devised high-yield device, stolen from USS Calypso's armory, including phaser packs, photon grenades, and various scavenged weapon parts.

Casualties list:
Civilian: 81 deceased, 4 in critical condition, 1 unaccounted for.
Suspect List members: 1, 1 unaccounted for, 2 uninvolved.
Suspect found dead on scene: Wilsh.
Unaccounted for Suspect: Acting Lieutenant Junior Grade Tramira Kyt(AWOL).

Estimated description of events:
Suspect Wilsh used his access cards to get Tramira Kyt into the building. Approximately 19 seconds later, the building was under security lockdown. Approximately 8 minutes later, device was detonated on the second floor, causing direct damage to the structural integrity of the 1st, 2nd, and 3rd floors. The fourth(Ground level) floor was then crushed under the percussive force, and debris resulting in the explosion 2 floors above it. 81 civilians, including the Magistrate, and the entirety of the Government in cabinet, save just one individual.

Overall Report:
A cleverly thought of blitz attack during a cabinet meeting ensured that the targets were both going to be in the building, and likely would be strictly governmental. It is the decision of the SCIS team that this was decided as an appropriate course of action by the known suspect, Lieutenant Junior Grade Kyt, due to her past experiences as both a Bajoran Resistance fighter, and a wrongfully accused prisoner. Overall efficiency: 87%. Excess Civilian Casualties: 2.

Likelyhood of survival of Acting Lieutenant Junior Grade Tramira Kyt: 17%.

Officers involved in incident(s), which may require psychological evaluation:
Ensign Daniel Daniels
Ensign Stran
Ensign Robert Tyler
Ensign Maddison Tyler

Official Request to SFMC JAG for psychological evaluation for the following Officers:
