Arnon sighed.

"I am all for a sense of humor, Chaplain," he said. "But since the goal is to keep them from killing each other maybe you have something more constructive to add? If they were Rigelian I would prescribe sex, preferably with each other, but they're not and I don't think they would go for that."

"The data that I gathered from the official historical record submitted by both planets in their Federation Application for membership point towards the planet of the Octavians being the colony of the other. The records are clear there and it was supposed to 'expand' their civilization but it took a turn for the worst. The women I am presuming got tired of being 'dominated and ruled over as the men had on the original home world. The women took a greater hand in events and eventually became dominant. The War started about the time there were disputes between them and a war ensued. "She looked up from her PADD. "Both these planets have the two sexes it is a question of the Dominant sex, they are reversed. The Octovians wish not to be ruled by males as much as the other planet's Males do not want a female in charge." She explained. "So what we need is a way to make them get along and not try to 'Dominate' each other; that could be a way to make peace?"

That's why I was suggesting a marriage, I really wasn't making any jokes. This is their chamce to get into the federation, so we know that neither side wants to bollux it up for themselves, though I wouldn't put it past the panerians to have their own people killed to implicate the octurians, the only thing that doesn't fit with that is that the weapon was from one of ours. This whole conflict between them is silly, I was raised along side a Caitian, and they don't even designate between the men and the women except on health matters.

"It is an interesting concept." Spartacus agreed. "But where there is a difference among the sexes it will be hard to have a bonding, the tensions over what could be their root conflict is a bit harder than a marriage to quell things, they will just clash at closer range. What we need is to solve the conflict." She said calmly. "At least that is what I am guessing, if they even really know what they are fighting about?"

Arnon thought about this for a moment.

"The so-called 'Battle of the Sexes' crosses racial and cultural lines," he said. "Every culture deals with it differently. My culture is matriarchal, though not to the extreme of the Octurans. Others are patriarchal. Some claim to have completely eliminated the battle but if you examine them you will find that it continues in some way, however small. These two cultures have taken it to the ultimate extreme."

"I know that my Heritage lends me to sympathize with the Octovans but I do enjoy the co-exsisting with males even thought I know thier first thoughts are; for the majority, a 'Slave Girl' and allow them the opportunity to NOT prove me right. IT seems simple to point out the reason for the war but not so easy to give it resolution, it seems neither side is just giving that same latitude to think one thing and presumptions by both sides keep the war going?"

Ignatz nodded, "They were treated unfairly, but is it worth keeping the hate alive?" He was thinking to the secret shame of half of his heritage, the 13th tribe, the ones the Terrans would have called the snow lynx, if they knew about it. But this wasn't two subspecies of the same race, it was one of the two sexes. If one was lost, the other would soon follow. "First off, they aren't separate races, they are the same race. Thinking of them as separate race is furthering this foolishness they've started, foolishness being perpetuated by both sides. When push comes to shove, they NEED each other. They have to learn to get along."

"Excellent point!" Arnon said. "Now, how do we convince them of this?"

"Honestly- Reject the separate applications. They are one race, tell them flat out that the only way they will be allowed to apply is if it's via a joint council formed of both men and women, no one above another. It's a slower form of government, but it will teach them they have to work together. I still prefer the married couple ruling, but maybe it's just me loving weddings." Ignatz said the last with a grin.

"Rejecting the separate applications would force them to settle their differences and work together if they wanted to join the Federation," Arnon replied. "But isn't that interfering with their sovereignty?"

"If you think of the Federations like the old Earth United Nations then each would be considered a separate entity and each application would be evaluated by their merit as separate governing and culture of sorts." SPartacus suggested. "The argument could be used they are separate entities."

"True to a degree, but by the same token quite untrue. In order to keep stability in this region of space, it's either we accept both, accept both as one, or reject them both, because accepting one and not the other would be taking sides in what could be seen as a civil war. But they are still the same race, not separate. It's not like the Vulcans and the Romulans, where the genetic differences have grown so large as to make them different species..." Ignatz answered.

"There is a well known clause that if there is a civil war or internal struggle the application s will be rejected no matter what." Spartacus said. What they need is to stop fighting and be peaceful towards one another as they would to the other planets of the Federation. They can have ill feelings all they wish for one another so long as they resolve peacefully." Spartacus pointed out. "We need to get them to that point, not solve their inner struggles just get them to live wihtout active hostilities?"


Arnon rejoiced internally. A resolution at last!

"So it's settled then?" he said. "We don't try and them to like each other just to stop shooting at each other?"

"That would be the most effective way to approach this I think?" Spartacus agreed.

"Since we are all agreed, I'll take this to the Commodore," Arnon said.
